From the TOS:

otherwise, you have to make 2 clicks at least to get a join page, the less the better - every big sponsor has one click to sign-up form

you know, by one click, I mean easy way to join - I remember I read few threads on this topic here and all program owners agreed, the less clicks the better and agreed, that there is even a small difference in number of signups between one and two clicks to join page.
So one click is ideal.
