I am looking to hire someone who has done some adult websites and needs something to do. Meaning, they have the knowledge, the expertise, and maybe even some contacts. However, they have some extra time to work on some other projects.

I am looking for someone who can get about 100 sites off the ground (98% using premade scripts), just need all aspects handled. Are you the right person?

I have been looking for several weeks now and I keep finding people not suited for the work or they are just time wasters. all of that. Expertise depending on what, you're too vague. I've been doing online design for 8 years, previous expertise on offline design, marketing degree, some programming skills, 11 years experience in adult and that's only the short story. Also owned adult programs, developed some now common ideas in adult internet and so on.
