I know that your series of vids are really well thought of in the foot fetish community so I'm sure that you'd have no trouble getting members to join. Your name and the series itself is a well known brand.
Kickass have their Barefoot Confidential series online which does well, though I don't know of any other series that does.
Perhaps one of the bigger companies would be happy to take you on board though setting it up yourself would be like setting up any other site.
Are you still producing new volumes (or intending to)?

what kind of advice do you need? do you already have a partner for this site? if you need some traffic then have a look at www.footfetishsponsors.com/links.html - it's a list of the most popular foot fetish directories and toplists.

Calico Jack: I would love to continue the series but would need a distributor. I was dropped from Platinum X in January and I join a long list of owner/directors who left both Red Light District and Platinum X. I put everything I had into my movies so I am trying to get a new deal going. Kick Ass made an offer to me but said that Ten Little Piggies would not be allowed to continue. I couldn't accept that. For now, then, I'd like to get in with an established foot fetish-oriented website program who could help me launch my site and allow me to own the domain.

Zester: Can you point me to a specific program or someone who is experienced in the area of foot fetish site development? I do 3 sites in partnership with Braincash and they are great but I want to own some sites, too.

I'm afraid I only have one suggestion as to where to begin other than seeing who else posts in this thread that are associated with some of the larger affiliate programs. I'll email you about it.
Alternatively you could always do it yourself and reap all the rewards. As Zester suggested, there'd be plenty of webmasters, who'd be willing to help you promote it.

I do have 3 sites in partnership with Braincash and I am very happy with what they have done for me. I also want to do other sites, too. Some may or may not fit in with the Braincash network. My dvd distribution deal ended with Platinum X so I am looking to branch out with a few ventures.

I've bought some domain names and would like to develop them on my own schedule. A foot fetish site is the first one.

I am also interested in getting something similar to Slap Happy going again.
