well im not a webmaster yet so my opinion may not be very valid, but in my experience american laws tend to be alot more harsh that british ones so personally i feel you may have less to worry about, when it comes to your site

If you are looking at the UK then your best bet is Amsterdam, it has a good central location for EU, lax laws, and great connectivity.
