SS-Art.net stole my money!

I ordered a design from Stash about 5 months ago. He told me he wanted to get paid in advance. I told him that my epassporte account was not ready yet but I would send him the money as soon as possible... Every day he asked me if my account was ready and if I could send him the money. I told him that he didn't have to start the design before he had the money on his epassporte account. After 2 weeks my account was loaded and I sent him the money.

A few weeks later he sent me a preview that I liked a lot and he promised me to have everything done at the end of the week. After 2 weeks and a bunch of emails and ICQ messages he replied and told me he would send it to me in the afternoon. But he never sent it.

After a week with out any response he told me he didn't have my email! Yea right... Then he claimed that not all of the tour pages were finished yet.

Now it has been about 5 months since I paid for the design and he refuses to answer any of my emails or ICQ messages.

I asked him if he could at least send me just the psd of the design so I could could complete the rest, but he never replies. I think he hired someone else to do his work and didnt pay them. He can't send the psd because he doesn't even have it...

Has anyone had any luck either getting their past work completed by SS-Art or getting the refunds promised on their site ?
