Do DVD players (for computers) released in North America play both NTSC and PAL?

Mine is set to Region 1, but I can change it 4 times. After that it's locked in to the last region and can not change it again.

I think ntsc/pal is unrelated to the region.

Heres some codes to unlock regional protection. They work.
