I think if you sent him money through eppurchase you can chargeback. Your best bet is to contact epassporte.
If you sent business to business you might be out of luck, because we have done that before and been burned. There is no way to get funds back from the other account holder that I know of.

you can't refund funds on epass. been scammed here on gfy as well sent 550$ on epass then the guy just run with the money. the guy using a free epass acct from a well known sponsor. although what i know is you cant freeze an epass account if theres only 1 complaint.. but the goodthing is theres a lot of complaint on that fucking guy! goodluck
