People (regardless of color) should not have kids if they can't afford them. What kind of legacy is poverty. If you were to adopt a child, you are put threw soo much paper work and really have to prove your able to afford to raise a kid. But anyone can get knocked up. I think NorPlant (implanted birth control) should be made available for ANY girl willing to take it.(it last for 5 yrs) Let them get threw their teen years without being a kid with a kid.

As long as it is relatively safe to implant, 100% free, and 100% choice, I agree. It would do a lot of good and prevent unwanted pregnancy in scores. Then again it won?t solve the problem of people having kids just to get that check.
