No, that isn't what he's saying at all.

People typically blame Israel for most, if not all, of the problems with Palestinians, including deaths from violent acts. He is saying that clearly the Palestinians have their own internal problems, aside from any problems with Israel.

? How is it racist to comment upon a strategic aspect in a war? It is well known that Israel/Mossad funds rival groups within the Palestinian resistance to cause internal turbulence and thus decrease attacks on Israel, so I'm not sure whats racist about it since it is a mere strategic move. And for me to assess this as a good move is again not racist, it's just an ability to take a rational stance on an emotional issue, could be compared to being able to say that 9/11 was executed very well without being a terrorist supporter.
