Reality is child abuse content is a US problem where there is more CP hosted than almost all other nations combined - estimated over 50%. Sure, Russia falls into 2nd place with around 20% (then Spain with 7%, 5% in Japan etc).
The reasons/backgrounds are all different - ranging from who is willing to pay for CP and where the mechanisms exist for payment, to areas where degrees of poverty exist and offer more incentive to stuff like CP. CP is a "western problem" - more because of economic "enabling" - eg "sex tours" et al...
You don't have to fly more than two hours outside US borders (forget Russia) to watch gringo's walking down streets with a handful of dollars and trying to accost kids. It's the most evil shit I've ever seen - the scum of the earth - ya want to kick their balls in on the way by. The underlying problem is again, poverty, and attempted abuse by those with a handful of dollars.
