Was implemented a long time ago, and a lot of high traffic VBB sites have this setup. The search feature on a large forum can bring a forum to its knees if even only a handful of people wanted to abuse it, especially with bots etc.

It was NOT capped at 1 minute til recently unless I'm hallucinating. Which is possible I guess.
