guy just got 10 months in jail and a 550,000 NIS fine for not reporting revenue via paypal:

PayPal is not exactly some confidential banking operation - got no doubts whatsoever it's not just Israeli webmasters who can have a problem.
Would not be a surprised if the IRS did an "excerise" on PayPal, - same as they did with VISA Miami a few years back.
