If he is out there stealing your internet then you need to protect your router and problem solved....

If you see the guy after that then your gonna have to man up and go out there and find out what he is doing...

I would suggest going out the back and going a few doors down before you creep out, don't take a gun, that is just stupid, but act like you want to help him, say "May I help you, are you looking for directions somewhere, the guy will either play along or drive away, chances are he will not come back since he has now been noticed, but it is in a positive way... No violence needed :)

And if it is a cop or something you will be able to tell and your best bet there is to leave em alone...
