I just heard that the new version of NATS somehow now has the ability to pay through CCBill. Is this true?

If i am correct its still runninga ccbill program but you can use nats to show your stats, someone using nats on there own, cant pay thtough ccbillComment

If I remember their newsletter correctly, the new version allows to have transaction which were processed trough CCBill, show up on your CCBill affiliate-account while everything is still being tracked by NATS.
Very cool feature IMHO, if it works properly. I've been waiting to see something like that for some time...
