Let me summarize for you (as a note, the case you are referring to was questioning whether or not forcing someone to wear a seatbelt in the State of Indiana was constitutional or not according to the state constitution, not the US Constitution.)

CONCLUSION

Based on the foregoing, we conclude that: (1) I.C. § 9-19-10-2, along with its supporting statutory definitions, does not violate Article I, Section 23 of the Indiana Constitution; and (2) I.C. § 9-19-10-2 does not violate Kelver’s substantive due process right.
Affirmed.

I personally know the plaintiff in that case (he is the chair of the LP chapter that I belonged to when I lived in Indiana) and I can tell you that in that case the court was WRONG, WRONG, WRONG! That opinion is bullshit if there ever was such a thing. If you want the real story, order the docket and read the entire thing (or wait until I find it, its on my server somewhere... I drove all the way to Indianapolis and paid $0.25 a page to copy the entire fucking file) and you'll see exactly why the court is wrong. I begged him to appeal, he didn't want to spend another $50,000 on the case.
