To me they are different...
i.e. : I consider Naughty Allie and Sunny Leone as 'babes'. Teens would be more Jordan Capri and/or Ariel Rebel.

I would say age. Also babe is probably used more in pinup softcore type marketing while teen can be used for softcore, hardcore etc...
