how could we transfer all paymondes rebill clients to CCBILL or VEROTEL ?
Any suggestions?

Don't believe that is possible - not unless there is a court action and let a judge make an order under whatever circumstances and overrule whatever VISA and processor deals. Billing usually belongs to the processor, not the webmaster.
But.. it has happened.
