If I need to access a server by http://IP...

So I got a remote server and I want to access it by http://IP

no need for a domain, nothing public.

How do I set it up for it to be able to do that?
Do I need IIS? SQL? a windows CD?

The first thing you should do if you are going to be running this locally is make sure to patch and update your computer, or you have a very good chance you will be virused up the wazoo within a few hours of getting it online.

Sounds like you want to do this from a windows workstation, then you will need IIS - they come with any Windows 200X Server OS like 2000 or 2003.

I think you might be able to install IIS onto a XP server as well but I've never done that personally.

So your best bet install Windows 2003 Server which comes with IIS by default.

Honestly I'd go with a Linux box and Apache

All server since Windows NT4 server came with IIS.
On Desktop OS's Windows 2000, Windows XP also have a version of IIS, but its limited to 10 connections at the same time.

If you use the deafult setup, its a wide open server, and its pretty sure it will be compromiced in less than a day. Make sure read up on MS security or have someone who know about it, set it up for you.

or if you dont need anything public some kinda filesharing will do, ftp server small one like quick n easy ftp server
