The short version as I understand it so far..... The US gov't has made it illegal for US citizens to partake in online gambling.

However, if you are an affiliate of a gambling/casino site and you are in the US, you can still promote it to non-US surfers. (this from a news update directly from one of the larger gaming sites)

Oh, and in case anyone didn't already know, Paypal has placed a zero tolerance ban on their service being on any gaming sites whatsoever, nor can you pay wager debts or any gambling-related transfers of any kind, according to their TOS. I'm not sure when they instituted that rule but it's there now.

It hasn't been signed in to law by Bush, yet. But since it was attached at the last minute to a completely unrelated homeland security bill, there's no doubt it will be signed in to law.

Online gambling itself will not be illegal. The law will make it illegal for banks and credit card companies to transfer money to or from online gambling sites as well as payment processors for online gambling sites, such as NetTeller and Firepay.
