2. Is it true you can't transfer a domain within the first 60 days you registered the domain?

If you are just changing registrars there should be no downtime if the nameservers are set correctly on both ends.

Correct, and if you transfer to a bullet proof registar (non icann accredited) the is no 60 day rule!
