Questions regarding that anto gambling law

Some serious questions...I just read it in the paper, and the article was kinda short...

My questions:

The new law will forbid banks to process for gambling sites...It's an US law...

My question is....How does the clients(US) bank know, that the money will be send to a foreign bank account, that is owned by a gambling site?

I know a very stupid question, but I have seriously no idea...

Enforcement will be a problem. But yes, creditcard providers will not be allowed to process gambling-related transactions.

But remember, Bush still has to sign the bill, heh
