tweak to turn off History delete in IE?

I downloaded this from somewhere once before bt now i can't find the site.

Basically, in IE when you right click an item in history - it gives you the option to dlete
with this patch - when you right click in History - there is NO delete option.

I surf with Maxthon, but I just opened up IE, opened the history side panel thing, and it lets me delete any history item after I right click. It gives me two options- expand or delete. I can also switch to "view order visited today" and it will let me right click and delete any item.
