Most people with a small base can not send 10,000 new signups in a month. so that is incorrect it is not based on % increase its based on number of signups over your base. Raw sigups over your base. so if your base is 5000 and you send 10000 and anotehr gusy base is 1000 and he send 3000 you would win even though his % is much better than yours. becuse you got 5000 over bas eand he only got 2000 over base you doubled your traffic he tripled his.
