Okay, now that I've seen it. A good touchup artist can do it so that it's not obvious the photo has been touched up. That photo is not only obvious, but almost looks worse than the original.

Actualy i think you are right.
The hair looks nice and i like some improvements, but it makes her look un-natural.. She is a cute girl and thats almost brushed away completely.. like her skin texture, the sprekkles made here look cute..
