Unless you're doing gambling you probably don't need offshore hosting. You
probably mean Non US hosting. If that's the case look for hosting in The Netherlands as it's very liberal in terms of laws, very close connection wise to the US and the rest of Europe, excellent infrastructure and facilities and comparable prices to the US. I don't sell hosting so if you want unbiased advise about hosting in the Netherlands hit me up. I can point you to the best party based on your requirements and budget. Objective, honest and without a sales pitch and no strings attached.
