looking for template design software, can-spam compliant type, that helps create html emails for test marketing a small mainstream project.

CAN-SPAM compliance is on you...not the software.

Try Send Studio for HTML mailing software. I use it - it's awesome if you collect and maintain your own email lists of customers and other opt-ins.

Try Dreamweaver trials from adobe for 30 days...Lot of advices from other designers admits that Dreameaver is so far the best for html editing. I've posted a similar post and got alot of outstanding rewards for "DREAMWEAVER". I hope that helps you..As for email spamming sort of thing. I don't know anything about that...Good Luck!

Dreamweaver is pretty good. Frontpage is the easiest one to use.
