The state. If you're near the capital, there's a state office. It's $50 in AZ, with an additional $35 to rush it.

I'd rush it.

If you're not near a state capital, there should be satellite government buildings somewhere around you.

I hear Reno and Alaska are cheap, but you should do it in your own state... Unless your in California, way expensive there.

I think you guys are confusing LLC's with corporations...LLC's are a whole different ballgame, especially when it comes to taxation. They're very simple to open. Don't need a lawyer. Those lawyerly places will set up an LLC for you for around $500...which is about $450 too much.
