Instead of the regular submitpasses(and never getting
listed by submitting) every sponsor offers a code which tgp owners
can use and gallery submitters. Let's say if the sponsor
payout is 60% then 30% will go to the tgp owner and
30% to the gallery submitter.

Sure the cut will be less for the submitter, but atleast he will
get listed more often. And the freesite can post hand made
galleries and not use the same hosted galleries like everyone else.

what do you think?

Nice idea, but aren't there already free hosted galleries ?
It would be actually better to sell prepared galleries (with unique design and content)
