Question for FSC. Are secondary producers exempt?

I'm still waiting to hear from the FSC about their official position on HR4476 as to how it affects the exemption from inspections for secondary producers who are FSC members. And please don't say that it is premature to comment since it hasn't been signed yet. It's a done deal and everyone knows it.
FSC attorney and board member Lee Reed is quoted as saying that "nothing will happen without Judge Miller modifying the injunction one way or another, and any modification or refusal to modify will be immediately appealable."

So does this mean that the exemption is still in place?
I'm sure I am not the only one who is wondering, so feel free to give this a bump until they respond.
There are a many people with a lot on the line here - including possibly their freedom.

what about for non members? What if member became a member AFTER the injunction?
