I think your best buy would be www.cheapbw.com.

They offer REALLY low prices. You prepay blocks of bandwidth and you can just keep buying more blocks whenever you need more bandwidth. You only per for what you use...

I'm gonna second Undutchable's recommendation for www.cheapbw.com. They have great prices and astounding service -- I had a number of minor bobbles (because I am floundering in deep water when I try to get more complicated than uploading an index.html and some pics) and they fixed me up fast and friendly each time I asked, even though I had only bought a tiny chunk of bw at that time.

Only downside is they use a server pool and don't offer server-side scripting, although I believe the same company has a more expensive service that does.
