Windows Explorer. Highlight the file, hit f2, type in the new name with the new extension.

I don't mean to rename the extension. I mean to take a file that has been saved as a data file and convert it into a readable text file.

I have done a search and I cannot find any software to covert .dat files into readable text, so I guess it doesn't exist.

What kind of data is in the dat files? You can store anything in a dat file, including standard text.
