People who pack bombs on their backs are using "whatever" tools they have at their disposal and making a decision to end their lives at the same time. They are not in any postion to press a button from 200 miles away and launch a missle - they work with the tools they have. Missiles are no different - they also kill innocent people en-masse.

As to their motives - most are dead and can't speak for themselves. One thing is clear and in common. They are mainly all under some degree of oppression or have a "cause" - whether this is valid or not - they made that decision.
