The impression I'm getting is that most of these sites run on custom solutions. Is there nothing off the shelf that will do this? I'm hitting a wall and my Google is getting tired.

I was looking for one the other day and these are the only ones that were suggested:

scrypted

xeonlogic

When asked who was actually using them I didn't get any useful information so I will probably just make my own.
