Depends on what you want it to do for you.

I have NEVER found a CMS package that does everything I want it to do, from the "el cheapo" ones to the ones that cost thousands.

If you want it to do something REALLY specific, you may be better off getting one custom written, it can save you a lot of hassle in the future.
