No, what they're doing is supplementing the income of those families so they don't live in adverse poverty and turn to a life of crime to survive. And all property owners are taxed to support schools for the same reason. An educated society is a successful society benefitting all, whether you are directly responsible for its growth or not.
Yes, it IS stupid for people who can't afford the costs associated with raising children to pump out one a year but that's not the kids' fault, is it?
What they should really be doing is putting more of these resources into prevention. Teach teenagers from an early age about sex, birth control, and the REAL result. Have a 'scared straight' type of program that demonstrated in harsh reality what raising children without money is really like.
