I was discussing this with my business partner... and our guess is that CCBill doesn't offer direct deposit because THEY WANT THE MONEY FROM THE FLOAT. With the amount of money they pay out each week, even 2 or 3 days interest is a LOT of money. So I doubt they'll be voluntariliy giving up the $ unless, oh, the competition starts offering it
