that's nothing new really.. the toolbar has been doing this since the last update.. or at least it's been suggesting searches based on your past searches.

This changes the actual results per person. I doubt it's new but they are promoting it now, I got that when I did a search. At the very top of the page in yellow highlight with a link to sign up. I wonder if it will help most webmasters, I'm thinking it will.
