Does anyone know a content provider that allows a webmaster purchased video to be posted on a tube site? I looked at the terms for the ones I use and can't find anything, anyone know?

Depends on the content & the deal and where the content will be located exactly. You cannot "give" content away to 3rd parties without written & paid consent.

If someone sells free viewing rights how can he then sell per paysite rights?

We allow 3mins if it has your logo and domain name on it.
