They don't, but they can't keep up with all the IP switching. They tried, and failed.

I send a bunch to another big traffic broker so I know my siite isn't blocked and my stats show up on his site. I never had to switch any of my IPs... yet

That's why I said the buyer has to make sure they can receive them. Any good web stats that reports countries should be able to tell you.

There's still a lot of webmasters trying to block them on their own, with little success.
