the initial article was a bit vague though, it said the records were found on a phishing site, why would someome store stolen info on the same info they were stealing new data from..
The only thing i can think of is someone got names and emails of ibill signups , then used a phishing site to contact them to steal the credit card numbers to add to the database. Even then it doesnt really point to ibill , more likely its the initial signup page of a porn site ( like the page before the credit card info ) that someone got ahold of, and is trying to use the emails and names from that site to phish for more.. but 17 million points to a big site/s
