Is it ok to photoshop a promotional image?

I have been playing with some interesting ways to market promotional images by jazzing them up, I havent posted any yet because I dont know if this is against most sponsors TOS? Anyone got any input/ideas on this?

What about adding like comments to the image or adding a border? No not watermarking of course I mean just something along the lines of this:
