php nuke is ready to use...there is not much you need to do in it....why hire someone to programa?
if you cant run php nuke try joomla.org (IMO: much better than phpnuke!!)

Stay away from phpnuke, it's the top of every hackers list to exploit.

Try phpbb with mods or word press for blogs.

php hacked all the time, but phpbb is hacked more often than phpnuke.

wp is good for simple blogs but it's not built for more complex sites
