we are directly peered with 100 plus networks, including, level 3, uunet, verio, sprint, aol, cox, earthlink, global crossing, teleglobe, btn, and more. so many in the mix but no cogent.

To be honest, I'm not sure what the difference would be between a Xeon and a P4. But $99/month sounds like a good price to me. Is there a setup fee?

the difference being processing power. a xeon is capable of more processes and greater speed for tgp's, small programs and p2p boxes, p4's are fine, for larger sites and greater traffic, xeon processors are better suited.
