Has anybody heard of any news story or maybe an actual person that has used steroids to increase their penis size?

Steroids have anabolic effects on other parts of the body besides muscles. 5-alpha-reductase converts testosterone to dihydroxytestosterone, which is responsible for external male sex organs. Actually, your dick gets bigger, but, by bigger I mean bigger than normal, it basically goes to its "full potential".
