Best way to optimize large pics.

I am trying to make galleries from sponsors content. What I have been doing is changing the size of the pictures to give it a smaller kb size and I have tried some programs like easy thumbs. But instead of doing thumbs, doing the large pictures. It works sorta. But is there a better way? I am trying to get the content around 150 kb, more or less, without changing the size of the picture. Right now tho I am still around 200kb+ and I really don't want to use that in a gallery.
Any help would be great.

Photoshop, but if you want free http://irfanview.com/ is the best i've seen, it will do batch mode also

I am still new at photoshop. When you do it in photoshop, is it the save for Web option?
