I think thats too extreme. Jail for parents cause their kids eat too much? i dont think so. I have some little cousins that are pretty big. Their parents try to slow their eating down but they cant be watched 24\7. But they do put them to run around and play to lose weight.

But still it is the parent's responsibility to look at them.

My sister in law is with a dude who has kids from a previous marriage. His daughter is 11 and she weighs 182lbs. I'm 6'0 and weigh 187lbs for fuck sake.
