"Liberal" in the sense you mean - ie webmaster stuff, there are several countries with laws suitable which are not too bad, - Netherlands, Belguim, Costa Rica, Czech, Spain, Panama and a number in the Caribbean basin etc.

Some obviously ain't suitable for hosting because of geo problems, - depends what you are looking for - hosting or corps. Either way, there is good reason to have an EU corp base in this biz and might as well do some hosting their as well.

PS Panama does have good net cabling out to the rest of the world with the Maya line running thru it.
