Since I am going to be a content provider now I guess I need a license or something? Where do I get this? Is it issued by the government? Do I have to take a test or anything?

If you declare all of your content to be public domain on the warning page, you do not need a license. It is not very important.

Even if its got a name as long as you get it from a newsgroup, its not stealing.

You can even get it from those really cool sites that collect and organise all the not stolen newsgroup content for you.
