LOS ANGELES, Nov. 30 - Gov. Arnold Schwarzenegger, who suffered an indirect drubbing at the polls last month, today named a top Democratic official from the administration he ousted two years ago as his own chief of staff.

The move drew immediate and forceful protests from conservative Republicans, who called the appointment a betrayal of the party and people who helped him gain the governorship in November 2003.

The governor's new top aide is Susan P. Kennedy, 45, who was a senior adviser to Gov. Gray Davis, the Democrat whom Mr. Schwarzenegger, a Republican, deposed in a recall election two years ago. Ms. Kennedy, an advocate of abortion rights and gay rights, is a former executive director of the California Democratic Party.

Mr. Schwarzenegger said his the new chief of staff knows how the levers of power work in the capital. "She is a leader with incredible institutional knowledge about state government and a deep understanding of the public policy process," he said in a statement.

Conservative Republicans were flabbergasted, calling the maneuver an abandonment of his most loyal base of supporters and of the platform the ran on in his successful bid for office.
