I have a client who has a unique resort with a lot of party people, wasted celebs and models that come to the islnad to get wasted.

A few million tourists come to the Island every season and they need videochat, webcams on the resort and stuff like that.

What would be the way to go and what is it 'we' would need?

I think it can be done 2 ways:
1. Look for an existing program and see if they can implement the content to their server and share programs;
2. Setup the whole thing yourself, get a good host/server, get software, use CC Bill and dialers and you're set to go. Even offer the live content to other programs.

Is there a company that offers the whole package in one? I mean, one that does the hosting, helps setting up the live chat and video AND does the billing for you, including webmaster billing?

That was not really the question. A club getting 3 million visitors a season can spare a few bucks I assume. Any other suggestions other than that it is going to cost money? Every project costs money.
